Integration, chapter IX, § 1. Premeasures and measures on a topological space

For a function ff to be locally negligible, it is necessary and sufficient that every x∈Tx \in T possess a neighborhood V such that fφVf \varphi_V is negligible.

For, if this property is satisfied, fφKf \varphi_K is negligible for every compact set K, and ff is therefore locally negligible (No. 2, Prop. 2). Conversely, suppose that ff is locally negligible, and let xx be a point of T; xx admits an open neighborhood V of finite measure. The function fφVf \varphi_V is then locally negligible and moderated, hence is negligible.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
