Topologie algébrique, chapter III, § 1. Homotopies, homéotopies

Suppose that the mapping ff is proper. Let P be a point of Cyl(ff). If P = αf(x,t)\alpha_f(x, t), with 0 ⩽t<\leqslant t < 1 and x∈x\in X, we have αf−1(P)=(x,t)\alpha^{-1}_f(P) = (x, t). In the contrary case, there exists y∈Yy\in Y such that P=βf(y)P =\beta_f(y) and αf−1(P)=f−1(y)×{1}\alpha^{-1}_f(P) =\overset{-1}{f}(y)\times \{1\}. This proves that the fibres of the mapping αf\alpha_f are quasi-compact. The mapping αf\alpha_f is then proper (TG, I, p. 75, th. 1), since it is closed.

By prop. 5 and TG, I, p. 72, prop. 2, the mapping βf\beta_f is itself proper. It follows that, if ff is proper, the canonical surjection of U onto Cyl(ff) is proper and hence, in particular, universally strict (I, p. 20, corollary).

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
