Topologie algébrique, chapter IV, § 4. Théorie de la descente

Let B, B′B' be topological spaces, and let f:B′→Bf: B'\rightarrow B be a continuous mapping. If the fibred square B′×BB′B'\times_BB' is locally connected, the topological space B′B' is locally connected.

Let aa be a point of B′B' and let V be a neighbourhood of aa. Suppose that the fibre square B′×BB′B'\times_BB' is locally connected and let W be a connected neighbourhood of (a,a)(a, a) in B′×BB′B'\times_BB' which is contained in V×VV\times V. Put U = pr1(W)_1(W). The set U is contained in V, and is connected since the image of a connected set under a continuous mapping is connected. If ΔB′\Delta_{B'} denotes the diagonal of B′×BB′B'\times_BB', the mapping pr1∣ΔB′:ΔB′→B′_1|\Delta_{B'}: \Delta_{B'}\rightarrow B' is a homeomorphism. Since U contains pr1(W∩ΔB′)_1(W\cap \Delta_{B'}) and W∩ΔB′W\cap \Delta_{B'} is a neighbourhood of (a,a)(a, a) in ΔB′\Delta_{B'}, U is a neighbourhood of aa in B′B'. This proves the lemma.

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
