Commutative Algebra, chapter V, § 1. Notion of an integral element

Let AA be an integral domain and Ω\Omega the set of maximal ideals of AA. For AA to be integrally closed, it is necessary and sufficient that, for all m∈Ωm \in \Omega, AmA_m be integrally closed.

It follows from Corollary 1 that the condition is necessary. The condition is sufficient, for A=⋂m∈ΩAmA = \bigcap_{m \in \Omega} A_m (Chapter II, § 3, no. 3, formula (2)) and it is sufficient to apply the Corollary to Proposition 8 of no. 2.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
