Integration, chapter VI, § 2. Vectorial measures . "

— It is clear that the mappings u∈R(L1,F′)u \in \mathscr{R}(L^1, F') are continuous for every G\mathscr{G}-topology on F′F' (G\mathscr{G} a covering of FF by bounded subsets). Conversely, if FF is assumed moreover to be barreled, then every continuous linear mapping of L1L^1 into F′F' equipped with an G\mathscr{G}-topology transforms the unit ball of L1L^1 into a bounded subset of F′F', which is therefore equicontinuous (TVS, III, §4, No. 2, Th. 1).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
