Integration, VI, p. 31, § 2. Vectorial measures . "

Let FF be a Hausdorff locally convex space containing a countable dense subset, mm a vectorial measure on TT with values in the weak dual F′F' of FF. If the image under mm of the set BB of functions gg in K(T)\mathscr{K}(T) such that μ(∣g∣)≤1\mu(|g|) \leq 1 is contained in a closed and convex equicontinuous subset H′H' of F′F', then mm has base μ\mu and there exists a density ff of mm with respect to μ\mu such that f(t)∈H′f(t) \in H' for all t∈Tt \in T.

The hypothesis implies that mm is continuous when K(T)\mathscr{K}(T) is equipped with the topology induced by that of L1(μ)\mathscr{L}^1(\mu) (defined by the semi-norm N1N_1); it may therefore be extended to a continuous linear mapping uu of L1(μ)\mathscr{L}^1(\mu) into the completion GG of the weak dual of FF; but since H′H' is a compact subset of GG and the image under uu of the set B‾\overline{B} of f∈L1f \in \mathscr{L}^1 such that N1(f)≤1N_1(f) \leq 1 is contained in the closure of H′H' in GG, one has u(B‾)⊂H′u(\overline{B}) \subset H', therefore uu maps L1\mathscr{L}^1 into F′F'. Since the relation N1(f)≤εN_1(f) \leq \varepsilon implies that u(f)∈εH′u(f) \in \varepsilon H', one has u(g)=0u(g) = 0 if gg is μ\mu-negligible, and Cor. 2 may therefore be applied to the mapping of L1L^1 into F′F' obtained from uu by passing to the quotient; whence the corollary.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
