Integration, chapter IX, § 1. Premeasures and measures on a topological space

Let ff be a function defined on TT, with values in a Banach space or in R‾\overline{\mathbf{R}}. One says that ff is moderated for the measure μ\mu, or μ\mu-moderated, if ff is zero on the complement of a countable union of integrable open sets. A subset AA of TT is said to be moderated if the function φA\varphi_A is moderated. The measure μ\mu is said to be moderated if the function 11 is μ\mu-moderated.

For example, since the encumbrance μ∙\mu^\bullet is locally bounded, every compact subset KK of TT is contained in an open set VV such that μ∙(V)<+∞\mu^\bullet(V) < +\infty; a function that is zero outside a compact set is therefore moderated. A negligible function is moderated. The remarks following Def. 2 of Ch. V, §1, No. 2 can immediately be extended to the present context. In particular, the sum of a sequence of moderated positive functions is moderated.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
