Commutative Algebra, chapter X, § 5. Intersections complètes

Let AA be a noetherian ring. The following conditions are equivalent:

(i) AA is regular; (ii) every maximal ideal of AA is completely secant; (iii) every ideal JJ of AA such that A/JA/J is regular is completely secant.

(i) ⇒\Rightarrow (iii): suppose the ring AA regular; let JJ be an ideal of AA such that A/JA/J is regular, and let pp be a prime ideal of AA containing JJ. Then the local rings ApA_p and Ap/JpA_p/J_p are regular, hence JpJ_p is generated by a completely secant sequence for ApA_p (VIII, § 5, No. 3, Cor. 2 and Prop. 2), which means that JJ is completely secant at pp.

(iii) ⇒\Rightarrow (ii): this is clear since a field is a regular ring.

(ii) ⇒\Rightarrow (i): let mm be a maximal ideal of AA; under assumption (ii), the maximal ideal mAmmA_m of AmA_m is generated by a completely secant sequence for AmA_m, hence AmA_m is regular (VIII, § 5, No. 2, Th. 1). Consequently AA is regular.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
