Commutative Algebra, chapter X, § 5. Intersections complètes
Let be a homomorphism of noetherian rings, and an ideal of . The following conditions are equivalent:
(i) the -module is flat and the ideal is completely secant;
(ii) for every , the -module is flat and, for every -algebra such that the ring is noetherian, the ideal of is completely secant;
(iii) for every maximal ideal of containing , the -module is flat and the ideal of is completely secant.
By Th. 1 of No. 2, condition (i) is equivalent to the following condition (i') (resp. (i'')):
(i') (resp. (i'')) for every prime ideal (resp. maximal ideal) of containing , the -module is flat and the ideal of is generated by a -regular sequence.
(i') (ii): assume that (i') holds. Let be an -algebra such that the ring is noetherian. Let be a prime ideal of containing ; put . Since is identified with , it follows from the implication (iv) (ii) of Prop. 5 (No. 5) that the ideal of is generated by a -regular sequence and that is flat over , hence over . Moreover, for every prime ideal of containing , the inverse image of in contains , and is identified with a ring of fractions of . Hence is a completely secant ideal of , and is a completely secant ideal of .
(ii) (iii): this is trivial.
(iii) (i''): suppose that (iii) is satisfied. Let be a maximal ideal of containing ; put . Let be a sequence of elements of whose images in form a basis of this -vector space. The sequence generates ; by Prop. 1 of No. 1, it is -regular. Since the -module is flat by assumption, it follows from the implication (iii) (iv) of Prop. 5 that condition (i'') is satisfied.
Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
