Commutative Algebra, chapter X, § 7. Algèbres lisses

*Let k0k_0 be a ring, kk a noetherian k0k_0-algebra formally smooth, and BB a kk-algebra essentially of finite type. The set UU of prime ideals p\mathfrak{p} of BB such that the k0k_0-algebra BpB_{\mathfrak{p}} is formally smooth (for the discrete topology or the pBp\mathfrak{p}B_{\mathfrak{p}}-adic topology) is open in Spec⁡(B)\operatorname{Spec}(B) and the following conditions are equivalent:

(i) one has U=Spec⁡(B)U = \operatorname{Spec}(B) ; (ii) UU contains all the maximal ideals of BB ; (iii) the k0k_0*-algebra* BB is formally smooth.

This follows as above from Th. 3.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
