Algebra, chapter X, § 1. Compléments d’algèbre linéaire

Suppose AA is commutative. Let BB be the algebra A[X1,...,Xn]/(P)A[X_1, ..., X_n]/(P), where PP is a nonzero polynomial. For every prime ideal pp of AA, denote by κ(p)\kappa(p) the field of fractions of the integral ring A/pA/p, by E(p)E(p) the algebra κ(p)[X1,...,Xn]\kappa(p)[X_1, ..., X_n] and by P(p)P(p) the image of PP in E(p)E(p) by the canonical mapping.

We can show that, in order that BB be a AA-module flat, it suffices that P(p)≠0P(p) \neq 0 for every prime ideal pp of AA. If AA is integral, this condition is necessary.

\* In geometric language, consider the projection π:Spec(B)→Spec(A)\pi : \mathrm{Spec}(B) \to \mathrm{Spec}(A). For every p∈Spec(A)p \in \mathrm{Spec}(A), the fibre π−1(p)\pi^{-1}(p) is identified with the subvariety VpV_p of the affine space Aκ(p)n=Spec(E(p))\mathbf{A}_{\kappa(p)}^n = \mathrm{Spec}(E(p)) defined by P(p)P(p), and the set FF of the pp for which this subvariety is the whole space (i.e. for which P(p)=0P(p) = 0) is a closed set of

Spec (A). The preceding condition means that this closed set is empty, in other words that for every pp the subvariety VpV_p is a hypersurface in Ak(p)n\mathbf{A}_{k(p)}^n.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
