Topological Vector Spaces, IV, p. 52

Let EE be a Hausdorff locally convex space, and E′E' its dual. a) In order that the strong topology on E′E' be identical with τ(E′,E)\tau(E', E), it is necessary and sufficient that EE is semi-reflexive. b) Suppose that EE is infra-barrelled. In order that the strong topology on E′E' be identical with the topology of compact convergence, it is necessary and sufficient that EE be a Montel space.
