Let TT be a topological space and mm a bounded, countably additive (cf. Exer. 1d)) mapping of B(T)\mathscr{B}(T) into R\mathbf{R}. Denote by T\mathscr{T} the set of Borel subsets AA of TT having the following property: for every ε>0\varepsilon > 0, there exist a closed set FF and an open set UU in TT such that F⊂A⊂UF \subset A \subset U and ∣m∣(B)<ε|m|(B) < \varepsilon for every Borel subset BB of U−FU - F (in other words, ∣m∣(U−F)<ε|m|(U - F) < \varepsilon). Show that T\mathscr{T} is a tribe of subsets of TT (first observe that T∈TT \in \mathscr{T} and that T\mathscr{T} is a clan; it then suffices to prove that if (An)n∈N(A_n)_{n \in \mathbf{N}} is a sequence of pairwise disjoint elements of T\mathscr{T}, the set A=⋃n∈NAnA = \bigcup_{n \in \mathbf{N}} A_n belongs to T\mathscr{T}; to this end, choose closed sets FnF_n and open sets UnU_n such that Fn⊂An⊂UnF_n \subset A_n \subset U_n and ∣m∣(Un−Fn)<ε/2n|m|(U_n - F_n) < \varepsilon/2^n, then set F=F0∪⋯∪FpF = F_0 \cup \cdots \cup F_p for pp sufficiently large and U=⋃n∈NUnU = \bigcup_{n \in \mathbf{N}} U_n).
