Exercise 26, § 5

General Topology, IX

Bourbaki marks this one as harder than the rest.

Let XX be a locally compact metrizable space, let dd be a metric compatible with the topology of XX, and let RR be a closed equivalence relation on XX, all of whose equivalence classes are compact. Then X/RX/R is locally compact (Chapter I, §\S 10, Proposition 9) and metrizable (§\S 4, Exercise 24).

a) For each pair of points u, vu,\ v of X/RX/R, set

ρ(u, v)=sup⁡φ(x)=ud(x, φ‾(v)), \rho(u,\ v) = \sup_{\varphi(x) = u} d(x,\ \overline{\varphi}(v)),
where φ:X→X/R\varphi : X \to X/R is the canonical mapping, and for each u∈X/Ru \in X/R let
λ(u)=lim sup⁡v→u, v≠uρ(u, v). \lambda(u) = \limsup_{v \to u,\ v \neq u} \rho(u,\ v).
Show that λ\lambda is upper semi-continuous on X/RX/R and that, for each α>0\alpha > 0, the set of points u∈X/Ru \in X/R such that λ(u)≥α\lambda(u) \geq \alpha is nowhere dense. [Show that otherwise there would exist a compact subset KK of XX and an infinite sequence (xn)(x_n) of points of KK such that d(xm, xn)>12αd(x_m,\ x_n) > \frac{1}{2} \alpha for m≠nm \neq n.]

b) Deduce from a) that there is a dense subset MM of X/RX/R which is a countable intersection of open sets in X/RX/R and is such that for each x∈φ‾(M)x \in \overline{\varphi}(M) the image under φ\varphi of every neighbourhood of xx in XX is a neighbourhood of φ(x)\varphi(x) in X/RX/R (use Theorem 1).
