Let E be a separated topological space. Suppose that E has a locally finite open covering such that, for every is a paracompact space. Then the space E is paracompact.
Let be an open covering of E; we shall prove that there exists an open locally finite covering of E which is finer than the covering . For each , let be a locally finite covering of by open sets of , finer than the covering . Let K be the sum of the family (E, II, p. 30, Def. 8). For each element of K, put . Then is open in E and one has ; moreover, for each , there exists an index such that . Thus, the family is an open covering of E finer than . It remains to prove that the family is locally finite. Let ; there exists an open neighbourhood U of which meets only for belonging to a finite subset of I. For each has an open neighbourhood which meets only a finite number of the open sets , for this is obvious if does not belong to , and if belongs to , this follows from the property of local finiteness of the covering of . It follows that is an open neighbourhood of which meets only a finite number of the , and the covering is locally finite.
Let us prove the proposition. Let E be a covering of B, let denote its projection, and suppose that the space B is paracompact. Let be an open locally finite covering of B such that, for each , the covering E is trivializable over . For each , let be a discrete topological space and let be a trivialization of E over . Let be an open covering of B such that, for each , one has (TG, IX, p. 49, Prop. 4 and p. 48, Cor. 1). For each , put ; one has and , whence . Since B is paracompact, is paracompact (TG, I, p. 69, Prop. 16) and is paracompact (TG, I, p. 70, Prop. 18). It follows that is paracompact, hence so is (TG, I, p. 69, Prop. 16). The family is, by construction, an open locally finite covering of E. Finally, the space E is separated (I, p. 26, Remark 3). It therefore satisfies the hypotheses of the lemma, whence the proposition.
Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
