Topologie algébrique, chapter IV, § 3. Groupes de Poincaré des groupes topologiques

Let G be a connected topological group, let G′G' be a group and let f:V→G′f: V\rightarrow G' be a local homomorphism of G into G′G', where V is a connected neighbourhood of the identity element of G. Then there exist a connected topological group H, a morphism of topological groups p:H→Gp: H\rightarrow G such that (H,p)(H, p) is a covering of G, and a group homomorphism φ:H→G′\varphi : H\rightarrow G' such that the set of y∈p−1(V)y\in \overset{-1}{p}(V) satisfying f(p(y))=φ(y)f(p(y)) =\varphi (y) is a neighbourhood of the identity element in H.

If G′G' is a topological group and if the mapping ff is continuous, such a homomorphism φ\varphi is continuous.

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
