Commutative Algebra, chapter II, § 3. Local rings. Passage from the local to the global

(i) Let bb be an ideal of AA and aa an element of AA. For a∈ba \in b, it is necessary and sufficient that, for all m∈Ωm \in \Omega, the canonical image of aa in AmA_m belong to bAmbA_m.

(ii) In particular, let b and c be two elements of A. For c to be a multiple of b, it is necessary and sufficient that, for all m∈Ωm \in \Omega, the canonical image of c in A, be a multiple of that of b.

As bAm=bmbA_m = b_m (§ 2, no. 7, Corollary to Proposition 18), (i) is a special case of Corollary 1; (ii) follows from (i) applied to the ideal AbAb.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
