Algebra, VII, p. 7, § 2. Torsion modules over a principal ideal domain

The A-module M is cyclic if and only if each MiM_i is cyclic: if M=AmM = Am, then Mi=AieimM_i = A_i e_i m; conversely if Mi=AimiM_i = A_i m_i and m=∑i∈Imim = \sum_{i \in I} m_i, then M=AmM = Am; indeed, if n∈Mn \in M projects onto aimia_i m_i for each i, and if a∈Aa \in A is congruent to aia_i mod bib_i for each i, then am and n have the same image in each MiM_i, so coincide.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
