Topological Vector Spaces, IV, p. 15, § 2. Bidual. Reflexive spaces

Let EE be a locally convex Hausdorff space, E′E' its dual and E′′E'' its bidual. We have E⊂E′′⊂E′∗E \subset E'' \subset {E'}^*, where E′∗{E'}^* is the algebraic dual of E′E'. If BB is a bounded subset of EE, its closure B‾\overline{B} in E′∗{E'}^* endowed with σ(E′∗,E′)\sigma({E'}^*, E') is contained in E′′E'': for, the polar U=B∘U = B^\circ of BB in E′E' is a neighbourhood of 0 in Eb′E'_b, and we have B‾⊂U∘⊂E′′\overline{B} \subset U^\circ \subset E''.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
