Functions of a Real Variable, chapter V, § 1. COMPARISON OF FUNCTIONS ON A FILTERED SET

If ff and gg are two functions in H(F,R)\mathscr{H}(\mathfrak{F}, \mathbf{R}), the relation "there is an X∈FX \in \mathfrak{F} such that ff and gg are defined on XX and f(t)≤g(t)f(t) \leq g(t) for every t∈Xt \in X" is of local character relative to ff and gg. We denote by f~≤g~\tilde{f} \leq \tilde{g} the relation obtained by passing to the quotient (for ff and gg); we remark that if f~≤g~\tilde{f} \leq \tilde{g} then there exist a function f1∈f~f_1 \in \tilde{f} and a function g1∈g~g_1 \in \tilde{g}, defined on all of E, such that f1(t)≤g1(t)f_1(t) \leq g_1(t) for all t∈Et \in E.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
