Integration, chapter III, § 1. Measures on a locally compact space

A measure on a locally compact space X is said to be bounded if it is continuous on K(X;C)\mathscr{K}(X; \mathbf{C}) for the topology of uniform convergence.

It comes to the same to say that there exists a finite number M≥0M \geq 0 such that, for every function f∈K(X;C)f \in \mathscr{K}(X; \mathbf{C}),

∣μ(f)∣≤M∥f∥ |\mu(f)| \leq M \|f\|

(where ∥f∥\|f\| is defined by formula (3) of No. 2).

To say that μ\mu is a bounded measure thus signifies that μ\mu belongs to the dual of the space K(X;C)\mathscr{K}(X; \mathbf{C}) normed by ∥f∥\|f\|; we shall denote this dual by M1(X;C)\mathscr{M}^1(X; \mathbf{C}) (or simply M1(X)\mathscr{M}^1(X) when no confusion can result). We know that M1(X;C)\mathscr{M}^1(X; \mathbf{C}) is equipped with a norm, ∥μ∥\|\mu\| being the smallest of the numbers M≥0M \geq 0 for which the inequality (19) holds for every function f∈K(X;C)f \in \mathscr{K}(X; \mathbf{C}), or again,

∥μ∥=sup⁡∥f∥≤1, f∈K(X;C)∣μ(f)∣. \|\mu\| = \sup_{\|f\| \leq 1,\ f \in \mathscr{K}(X; \mathbf{C})} |\mu(f)| .

Equipped with this norm, M1(X;C)\mathscr{M}^1(X; \mathbf{C}) is known to be a Banach space (TVS, III, §3, No. 8, Cor. 2 of Prop. 12).

The definition of ∥μ∥\|\mu\| by the formula (20) may be extended to every measure μ\mu on X and, by an abuse of language, ∥μ∥\|\mu\| is again said to be the norm of μ\mu; for μ\mu to be bounded, it is necessary and sufficient that ∥μ∥\|\mu\| be finite.

If X is compact, then every measure on X is bounded.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
