Integration, chapter V, § 5. Measures defined by numerical densities

— Let ρ\rho and θ\theta be two complex measures. In order that there exist a locally θ\theta-integrable function uu such that ρ=u⋅θ\rho = u \cdot \theta, it is necessary and sufficient that every θ\theta-negligible compact set be ρ\rho-negligible.

The condition is obviously necessary. Conversely, suppose that every θ\theta-negligible compact set is ρ\rho-negligible; Theorem 2 implies the existence of a locally ∣θ∣|\theta|-integrable function gg such that ∣ρ∣=g⋅∣θ∣|\rho| = g \cdot |\theta|. On the other hand, Cor. 3 implies the existence of a function v1v_1 (resp. v2v_2), of absolute value 1 and measurable for the measure ∣ρ∣|\rho| (resp. θ\theta), such that ρ=v1⋅∣ρ∣\rho = v_1 \cdot |\rho| (resp. ∣θ∣=v2‾⋅θ|\theta| = \overline{v_2} \cdot \theta). Then, by Prop. 8, ρ=u⋅θ\rho = u \cdot \theta with u=v1gv2‾u = v_1 g \overline{v_2}.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
