Integration, chapter VI, § 2. Vectorial measures . "

— Let ff be a mapping scalarly locally integrable with respect to a positive measure μ\mu on TT, such that, for every function g∈K(T)g \in \mathscr{K}(T), one has ∫gf dμ∈F\int gf\,d\mu \in F. Then the mapping g↦∫gf dμg \mapsto \int gf\,d\mu of K(T)\mathscr{K}(T) into FF is a vectorial measure on TT, with base μ\mu and density ff with respect to μ\mu.

For (No. 1, Remark 3), it suffices to show that, setting m(g)=∫gf dμm(g) = \int gf\,d\mu, z′∘mz' \circ m is a scalar measure for every z′∈F′z' \in F'. But since z′(m(g))=∫g⟨z′,f⟩ dμz'(m(g)) = \int g\langle z', f \rangle\,d\mu, one has z′∘m=⟨z′,f⟩⋅μz' \circ m = \langle z', f \rangle \cdot \mu, whence our assertion.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
