Integration, chapter IX, § 5. Measures on completely regular spaces

— *Let T be a completely regular space, and I a continuous complex linear form on the normed space Cb(T;C)\mathscr{C}^b(T; \mathbf{C}). In order that there exist a bounded complex measure θ\theta on T such that θ(f)=I(f)\theta(f) = I(f) for all f∈Cb(T;C)f \in \mathscr{C}^b(T; \mathbf{C}), it is necessary and sufficient that the following condition be satisfied:

(M) *For every number ε>0\varepsilon > 0, there exists a compact subset K of T such that the relations g∈Cb(T;C),∣g∣≤1,gK=0g \in \mathscr{C}^b(T; \mathbf{C}), |g| \leq 1, g_K = 0 imply ∣I(g)∣≤ε|I(g)| \leq \varepsilon.

The measure θ\theta is then unique.*

Uniqueness follows from Prop. 2 of No. 1. Let us show that the condition (M) is necessary. Let θ\theta be a bounded complex measure; let K be a compact set such that ∣θ∣∗(T−K)≤ε|\theta|^*(T - K) \leq \varepsilon (§ 1, No. 2, Remark 3). The hypotheses ∣g∣≤1,gK=0|g| \leq 1, g_K = 0 imply ∣g∣≤φCK|g| \leq \varphi_{\mathbf{C}_K}, therefore ∣θ(g)∣≤∣θ∣∗(φCK)≤ε|\theta(g)| \leq |\theta|^*(\varphi_{\mathbf{C}_K}) \leq \varepsilon.

Let us pass to the proof of sufficiency. Let X be the Stone–Čech compactification of T (GT, IX, § 1, Exer. 7; or TG, IX, § 1, No. 6). For every function f∈C(X;C)f \in \mathscr{C}(X; \mathbf{C}), set ν(f)=I(fT)\nu(f) = I(f_T); we define in this way a continuous linear form on C(X;C)\mathscr{C}(X; \mathbf{C}), that is, a complex measure on the compact space X. Let ε\varepsilon be a number >0> 0, K a compact set satisfying (M); the function φCK\varphi_{\mathbf{C}_K} being lower semi-continuous and positive on X, the formula (2) gives us the following relations, where G\mathscr{G} denotes the set of functions g∈C(X;C)g \in \mathscr{C}(X; \mathbf{C}) such that ∣g∣≤φCK|g| \leq \varphi_{\mathbf{C}_K}:

∣ν∣∗(X−K)=sup⁡g∈G∣ν(g)∣=sup⁡g∈G∣I(gT)∣≤ε. |\nu|^*(X - K) = \sup_{g \in \mathscr{G}} |\nu(g)| = \sup_{g \in \mathscr{G}} |I(g_T)| \leq \varepsilon.

Let (Kn)n≥1(K_n)_{n \geq 1} be a sequence of compact subsets of T, such that each KnK_n satisfies (M) for ε=1/n\varepsilon = 1/n, and let S=⋃KnS = \bigcup K_n; S is a Borel set in X, contained in T, and ∣ν∣∗(X−T)≤∣ν∣∗(X−S)≤∣ν∣∗(X−Kn)≤1/n|\nu|^*(X - T) \leq |\nu|^*(X - S) \leq |\nu|^*(X - K_n) \leq 1/n for all n, so that T is ν\nu-measurable and ν\nu is concentrated on T. Let ff be a bounded continuous function on T; since X is the Stone–Čech compactification of T, ff may be extended by continuity to a function g∈C(X;C)g \in \mathscr{C}(X; \mathbf{C}). Now let μ\mu be the measure induced by ν\nu on TT; one has μ(f)=ν(f0)\mu(f) = \nu(f^0). (1) Since ν\nu is concentrated on TT, the functions f0f^0 and gg are equal ν\nu-almost everywhere, therefore μ(f)=ν(g)=I(gT)=I(f)\mu(f) = \nu(g) = I(g_T) = I(f), which completes the proof.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
