Integration, IX, p. 69, § 5. Measures on completely regular spaces

For every bounded complex measure μ\mu on MM, the function Lμ\mathscr{L}\mu on XX is continuous and bounded. If M+b(M)\mathscr{M}_+^b(M) is equipped with the tight topology and Cb(X;C)\mathscr{C}^b(X; \mathbf{C}) with the topology of compact convergence, the mapping μ↦Lμ\mu \mapsto \mathscr{L}\mu of M+b(M)\mathscr{M}_+^b(M) into Cb(X;C)\mathscr{C}^b(X; \mathbf{C}) is continuous.

The set of characters of MM that tend to 0 at infinity will be denoted X0X_0; this set is stable under multiplication. We shall say that a submonoid(1)^{(1)} S of XX is full if S is stable for the mapping χ↦χ‾\chi \mapsto \overline{\chi}, S∩X0S \cap X_0 separates the points of MM (GT, X, §4, No. 1, Def. 1) and if, given any m∈Mm \in M, there exists an element χ\chi of S∩X0S \cap X_0 such that χ(m)≠0\chi(m) \neq 0.

Suppose in addition that MM is a noncompact abelian group. Let ff be a function on MM that tends to 0 at infinity; the same is then true of the function x↦f(x)f(−x)x \mapsto f(x)f(-x) on MM, whereas every character χ\chi of MM satisfies χ(x)χ(−x)=χ(0)=1\chi(x)\chi(-x) = \chi(0) = 1. It follows that X0X_0 is empty, and that XX does not contain any full submonoid. Thus, Theorem 3 below does not apply to locally compact groups that are not compact.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
