Integration, chapter IX, § 6. Promeasures and measures on a locally convex space

— 1) Let EE be a Hilbert space, EsE_s the space EE equipped with the weak topology, and jj the identity mapping of EE into EsE_s. One knows that jj defines a bijection of the set of promeasures on EE onto the corresponding set for EsE_s. Moreover, if EE is separable, it is a Polish space and jj defines a bijection of the set of bounded measures on EE onto the set of bounded measures on EsE_s (§ 3, No. 3, Remark); it can be shown (the theorem of Phillips) that this theorem still holds if EE is not separable. Consequently, Theorem 3 furnishes criteria for a promeasure on EE to be a measure.

2) One can show (Annex, Exer. 7) that the Sazonov topology on a Hilbert space EE is defined by the semi-norms of the type Q1/2Q^{1/2} where QQ is a nuclear positive quadratic form on EE.

12. Relations with functions of positive type

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
