Lie Groups and Lie Algebras, chapter III, § 1. Lie groups

Let G,HG, H be two Lie group germs and ϕ\phi a morphism of GG into HH. The following conditions are equivalent:

(i) ϕ\phi is étale at ee; (ii) there exist open Lie subgroup germs G′,H′G', H' of G,HG, H such that ϕ∣G′\phi|G' is an isomorphism of G′G' onto H′H'.

The implication (ii) ⇒\Rightarrow (i) is obvious. Suppose that ϕ\phi is étale at ee. There exists an open Lie subgroup germ G1G_1 of GG such that ϕ(G1)\phi(G_1) is open in HH and ϕ∣G1\phi|G_1 is an isomorphism of the manifold G1G_1 onto the manifold ϕ(G1)\phi(G_1). Then there exists an open Lie subgroup germ G′G' of G1G_1 such that the product in GG of two elements of G′G' is always defined and belongs to G1G_1. If g,g′g, g' are elements of G′G' such that gg′∈G′gg' \in G', then ϕ(g)ϕ(g′)=ϕ(gg′)∈ϕ(G′)\phi(g)\phi(g') = \phi(gg') \in \phi(G'); if g,g′g, g' are elements of G′G' such that gg′∈G1−G′gg' \in G_1 - G', then

ϕ(g)ϕ(g′)=ϕ(gg′)∈ϕ(G1)−ϕ(G′). \phi(g)\phi(g') = \phi(gg') \in \phi(G_1) - \phi(G').

Hence ϕ∣G′\phi|G' is an isomorphism of the Lie group germ G′G' onto the open Lie subgroup germ ϕ(G′)\phi(G') of HH.

If the conditions of Proposition 21 hold, GG and HH are called locally isomorphic.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
