Lie Groups and Lie Algebras, chapter III, § 6. Real and complex Lie groups

Suppose that GG is finite-dimensional. Let t∈U(G)t \in U(G). For LtL_t (resp. RtR_t) to be right (resp. left) invariant, it is necessary and sufficient that tt belong to the centre of U(G)U(G).

For LtL_t (resp. RtR_t) to be right (resp. left) invariant, it is necessary and sufficient that εg∗t=t∗εg\varepsilon_g * t = t * \varepsilon_g for all g∈Gg \in G, that is that (Int g)∗t=t(\mathrm{Int}\, g)_* t = t. There exists an integer nn such that t∈Un(G)t \in U_n(G). By Corollary 3 and Proposition 45 of § 3, no. 12, (Int g)∗t=t(\mathrm{Int}\, g)_* t = t for all g∈Gg \in G if and only if [a,t]=0[a, t] = 0 for all a∈L(G)a \in L(G), that is if and only if tt commutes with U(G)U(G).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
