General Topology, chapter I, § 5. Open mappings and closed mappings

Let RR be an equivalence relation on a topological space XX; then the following three conditions are equivalent:

a) The relation RR is open.

b) The interior of each subset which is saturated with respect to RR is saturated with respect to RR.

c) The closure of each subset which is saturated with respect to RR is saturated with respect to RR.

By taking complements (§1§ 1, no. 6, formula (2)) we see that b) and c) are equivalent. Let us show that b) implies a): suppose condition b) is satisfied and let UU be an open subset of XX, VV its saturation with respect to RR; then V˙⊃U\dot{V} \supset U, and since by hypothesis V˙\dot{V} is saturated, it follows that V˙=V\dot{V} = V, and therefore the saturation of UU is open. Conversely, suppose condition a) is satisfied, and let AA be a saturated set; if BB is the saturation of A˙\dot{A}, then A˙⊂B⊂A\dot{A} \subset B \subset A, and since BB is open by hypothesis it follows that B=A˙B = \dot{A}.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
