General Topology, chapter V, § 1. Subgroups and quotient groups of R

The relation x≡y(modaZ)x \equiv y \pmod{a\mathbf{Z}} is usually written x≡y(moda)x \equiv y \pmod{a}, or simply x≡y(a)x \equiv y (a), and is read "x and y are congruent modulo a"; it means that x−yx - y is an integer multiple of aa. When aa is an integer, the relation induced on Z\mathbf{Z} by this relation is precisely congruence modulo aa; this justifies the notation.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
