General Topology, chapter IX, § 4. Normal spaces

Given any locally finite open covering (Ai)(A_i) of a closed set FF in a normal space XX, there exists a family (fi)(f_i) of continuous real-valued functions ≥0\geq 0 on XX, subordinate to the covering (Ai)i∈I(A_i)_{i \in I} and such that ∑i∈Ifi(x)=1\sum_{i \in I} f_i(x) = 1 for all x∈Fx \in F and ∑i∈Ifi(x)≤1\sum_{i \in I} f_i(x) \leq 1 for all x∈Xx \in X.

The family of sets consisting of CFCF and the AiA_i is a locally finite open covering of XX. There is therefore a continuous partition of unity subordinate to this covering, consisting of a family (fi)i∈I(f_i)_{i \in I} such that Supp⁡(fi)⊂Ai\operatorname{Supp}(f_i) \subset A_i for each i∈Ii \in I, and a function gg whose support is contained in the complement of FF. The family (fi)(f_i) clearly satisfies the required conditions.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
