Commutative Algebra, chapter VIII, § 5. Anneaux locaux réguliers

Let AA be a regular noetherian local ring, and qq an ideal of AA. Then A/qA/q is regular if and only if qq is generated by a subset of a system of coordinates of AA.

The condition is sufficient by Prop. 2.

Suppose A/qA/q regular, and let x=(x1,...,xr)x = (x_1, ..., x_r) be a sequence of elements of qq whose classes modulo mA2m_A^2 form a basis of (q+mA2)/mA2(q + m_A^2)/m_A^2 over the field κA\kappa_A. Let xx be the ideal of AA generated by xx. Then x⊂qx \subset q and xx forms part of a system of coordinates of AA, hence the noetherian local ring A/xA/x is regular (Prop. 2); moreover, the vector spaces mA/(q+mA2)m_A/(q + m_A^2) and mA/(x+mA2)m_A/(x + m_A^2) have the same dimension over κA\kappa_A. It follows that the regular noetherian local rings A/qA/q and A/xA/x have the same dimension. Since the ideals qq and xx are prime and one has x⊂qx \subset q, one concludes finally that q=xq = x.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
