Commutative Algebra, chapter IX, § 1. Vecteurs de Witt

Let A be a ring. There exists a surjective homomorphism of rings ρ:B→A\rho : B \to A, where B is a ring satisfying the following conditions: p is not a divisor of 0 in B, and there exists an endomorphism σ\sigma of B such that σ(b)≡bpmod  .p.B\sigma(b) \equiv b^p \mod. p.B for all b∈Bb \in B.

It suffices indeed to set B=Z[(Xa)a∈A]B = \mathbf{Z}[(X_a)_{a \in A}], to take for σ\sigma the endomorphism of B defined by σ(Xa)=Xap\sigma(X_a) = X_a^p for all a∈Aa \in A, and for ρ\rho the homomorphism of B into A defined by ρ(Xa)=a\rho(X_a) = a for all a∈Aa \in A.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
