Exercise 18, § 2
General Topology, X, p. 46
Bourbaki marks this one as harder than the rest.
Let be a separated topological group operating continuously in a separated topological space ; one says that is proper at a point if the orbit is closed in and if operates properly in (III, p. 27).
a) Let be a locally compact topological group operating continuously in a separated uniform space . Suppose that the set of homeomorphisms of for is equicontinuous. Now prove that if is proper at a point , there exists a neighbourhood of such that the set of the for which is relatively compact in (cf. III, p. 31, prop. 7). Deduce that the set of the points of where is proper is open in and that operates properly in . If moreover is locally compact, now prove that is at the same time open and closed in (use X, p. 12, cor. 2).
b) In the numerical plane , let be the set formed by the origin and the points for integer . For every integer different from 0, denote by the restriction to of an affine linear mapping of into itself such that and , where is an irrational number such that ; let be the subspace (locally compact) of union of and the for . We denote in addition by the identical map of onto itself, and define () in the whole space by putting for all and all ; the set of the is a group of homeomorphisms of , which is provided with the discrete topology, so that operates continuously in . Now prove that is proper at every point of , but is not equicontinuous and does not operate properly in .
c) Let be the subspace (not locally compact) of (identified with ), union of the half-plane and the origin. Define a homeomorphism of onto itself by putting , and , with for , for , for (). Let be the monogenic group of homeomorphisms of generated by , which is provided with the discrete topology. Now prove that is equicontinuous in and that the set of points of where is proper is the half-plane .
