Exercise 18, § 2
General Topology, X
Bourbaki marks this one as harder than the rest.
Let be a Hausdorff topological group operating continuously on a Hausdorff topological space . is said to be proper at a point if the orbit is closed in and if operates properly on (Chapter III, § 4, no. 1).
a) Let be a locally compact topological group operating continuously on a Hausdorff uniform space . Suppose that the set of homeomorphisms of , as runs through , is equicontinuous. Show that if is proper at a point , then there is a neighbourhood of such that the set of elements such that is relatively compact in (cf. Chapter III, § 4, no. 4, Proposition 7). Deduce that the set of points of at which is proper is open in and that operates properly on . If in addition is locally compact, show that is both open and closed in (use no. 1, Proposition 1, Corollary 2).
b) In the real plane , let be the set consisting of the origin and the points as runs through the integers . For each such that let be the restriction to of an affine linear mapping of into itself, such that , and where is an irrational number such that . Let be the (locally compact) subspace of which is the union of and the sets for . Furthermore, let denote the identity mapping of , and extend () to the whole of by putting for all and all . The set of mappings is a group of homeomorphisms of which is given a discrete topology so that operates continuously on . Show that is proper at every point of , but is not equicontinuous and does not operate properly on .
c) Let be the (not locally compact) subspace of (identified with ) which is the union of the half-plane and the origin. Define a homeomorphism of onto itself by putting and where if , for , for (). Let be the group of homeomorphisms of generated by , and endow with the discrete topology. Show that is equicontinuous on and that the set of points of at which is proper is the half-plane .
