Topological Vector Spaces, I, p. 25

Let E be a topological vector space over R\mathbf{R}, and ff a homomorphism of the additive group of E in R\mathbf{R}. Show that if there exists a neighbourhood of 0 in E in which ff is bounded, then ff is a continuous linear form in E. This is so in particular when ff is semi-continuous (lower or upper).
