Topological Vector Spaces, II, p. 74

Let EE be a vector space and AA a convex symmetric convex subset of EE. Let T,T′\mathscr{T}, \mathscr{T}' be two locally convex topologies on EE and U,U′\mathscr{U}, \mathscr{U}' be the uniform structures defined by T,T′\mathscr{T}, \mathscr{T}' on EE. In order that the uniform structure induced on AA by U′\mathscr{U}' should be finer than that induced by U\mathscr{U}, it is necessary and sufficient that every neighbourhood of 0 for the topology induced on AA by T\mathscr{T} should be a neighbourhood of 0 for the topology induced on AA by T′\mathscr{T}'.
