Exercise 13, § 4
Integration, IV, p. 124
Bourbaki marks this one as harder than the rest.
a) Let be a locally compact space, and let be a base for the topology of consisting of relatively compact sets. Let be a uniform structure compatible with the topology of , and let be a fundamental system of entourages for this structure. Let be a finite numerical function defined on . For every compact set and every entourage , let be the infimum of the numbers for all finite coverings of formed by sets in that are small of order ; suppose that as runs over , the supremum of the numbers is finite. Show that there exists a measure on (and only one) such that for every compact set (make use of Th. 5).
b) Let be the set of Borel subsets of , a mapping of into satisfying the following conditions: (i) If are two disjoint Borel subsets of , then . (ii) If is a compact subset of then . (iii) If is a Borel subset of then , where runs over the set of open subsets of containing .
Then, there exists one and only one positive measure on such that for every Borel subset of that can be covered by a sequence of compact sets.
c) For every , set if can be covered by a sequence of compact sets, and in the contrary case. Then, the conditions (i), (ii), (iii) of b) are satisfied. One has , therefore if cannot be covered by a sequence of compact sets.
