Lie Groups and Lie Algebras, IX, 423

Let G be a Lie group operating properly on a completely regular topological space E. a) Let x∈Ex\in E, and let tt be its orbit type; show that there exists an open neighbourhood U of xx, stable under G, such that for all u∈Uu\in U the type of uu is ≥t\geq t.

b) Assume that G operates freely on E; let π:E→E/G\pi : E\rightarrow E/G be the canonical projection. Show that, for every point zz of E/GE/G, there exists an open neighbourhood U of zz and a continuous map s:U→Es: U\rightarrow E such that π∘s(u)=u\pi \circ s(u) =u for all u∈Uu\in U.
