Exercise 11, § 4

General Topology, III, 310

Bourbaki marks this one as harder than the rest.

Let GG be a topological group and let H,KH, K be two closed subgroups of GG.

a) Show that the following three conditions are equivalent: (i) H×KH \times K operates properly on GG according to the external law ((h,k),s)→hsk−1((h, k), s) \to hsk^{-1}; (ii) HH operates properly on the homogeneous space G/KG/K; (iii) KK operates properly on the homogeneous space G/HG/H.

b) If GG is locally compact, then the (equivalent) conditions of a) are also equivalent to the following: for every pair of compact subsets A,BA, B of GG, the intersection HA∩BKHA \cap BK is compact. In particular these conditions are satisfied if one of the subgroups H,KH, K is compact.

c) Suppose that GG is locally compact, and show that the following conditions are equivalent: (i) for each x∈Gx \in G the mapping h→h.xKh \to h.xK of HH into G/KG/K is proper; (ii) for each x∈Gx \in G the mapping k→k.xHk \to k.xH of KK into G/HG/H is proper; (iii) for each x∈Gx \in G and each compact subset AA of GG, Hx∩AKHx \cap AK is compact; (iv) for each x∈Gx \in G and each compact subset AA of GG, Kx∩AHKx \cap AH is compact. If one of the subgroups H,KH, K is normal or if the left and right uniformities on GG coincide (§ 3, Exercise 3), show that these conditions imply those of a).
