Bourbaki

Exercise 21, § 4

General Topology, IX

Bourbaki marks this one as harder than the rest.

a) Let XX be a paracompact space and let RR be a closed equivalence relation on XX such that every equivalence class with respect to RR is compact. Show that X/RX/R is paracompact [use Exercise 15 a), Theorem 3 of no. 3, and Lemma 6 of no. 5; cf. Exercise 15 c)].

b) Let XX be a Hausdorff space and let RR be a closed equivalence relation on XX such that every equivalence class with respect to RR is compact. Show that if X/RX/R is paracompact, then so is XX (use the argument of Chapter I, §9§ 9, no. 10, Proposition 17).

c) Let YY be a locally compact but not paracompact space (cf. Chapter I, §9§ 9, Exercise 12), and let Y0Y_0 be the one-point compactification of YY. Let XX be the topological sum of YY and Y0Y_0, and let RR be the equivalence relation on XX which identifies each point of YY with its canonical image in Y0Y_0. The relation RR is open, every equivalence class mod RR contains at most two points, and X/RX/R is homeomorphic to Y0Y_0, hence is compact.
