Lie Groups and Lie Algebras, chapter VII, § 2. Cartan subalgebras and regular elements of a Lie algebra

Let g\mathfrak{g} be a Lie algebra, g′\mathfrak{g}' a subalgebra of g\mathfrak{g}. Every element of g′\mathfrak{g}' regular in g\mathfrak{g} is regular in g′\mathfrak{g}'.

For x∈g′x\in \mathfrak{g}', the restriction of adgx_{\mathfrak{g}}x to g′\mathfrak{g}' is adg′x_{\mathfrak{g}'}x, and so defines an endomorphism u(x)u(x) of the vector space g/g′\mathfrak{g}/\mathfrak{g}' by passage to the quotient. Let d0(x)d_0(x) (resp. d1(x)d_1(x)) be the dimension of the nilspace of adg′(x)_{\mathfrak{g}'}(x) (resp. of u(x)u(x)), and let c0c_0 (resp. c1c_1) be the minimum of d0(x)d_0(x) (resp. d1(x)d_1(x)) when xx belongs to g′\mathfrak{g}'. There exist non-zero polynomial maps p0,p1p_0, p_1 from g′\mathfrak{g}' to kk such that

d0(x)=c0⇐⇒p0(x)≠0,d1(x)=c1⇐⇒p1(x)≠0 d_0(x) =c_0\Leftarrow \Rightarrow p_0(x)\not= 0,d_1(x) =c_1\Leftarrow \Rightarrow p_1(x)\not= 0

Since kk is infinite, the set S of x∈g′x\in \mathfrak{g}' such that d0(x)=c0d_0(x) =c_0 and d1(x)=c1d_1(x) =c_1 is non-empty. Every element of S is regular in g′\mathfrak{g}'. On the other hand, S is the set of elements of g′\mathfrak{g}' such that the nilspace of adgx_{\mathfrak{g}}x has minimum dimension, and thus contains every element of g′\mathfrak{g}' regular in g\mathfrak{g}.

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
