Lie Groups and Lie Algebras, chapter VII, § 2. Cartan subalgebras and regular elements of a Lie algebra

Let g\mathfrak{g} be a Lie algebra.

(i) If xx is a regular element of g,g0(x)\mathfrak{g},\mathfrak{g}^0(x) is a Cartan subalgebra of g\mathfrak{g}.

(ii) If h\mathfrak{h} is a maximal nilpotent subalgebra of g\mathfrak{g}, and if x∈hx\in \mathfrak{h} is regular in g\mathfrak{g}, then h=g0(x)\mathfrak{h}=\mathfrak{g}^0(x).

(iii) If h\mathfrak{h} is a Cartan subalgebra of g\mathfrak{g}, then dim(h\mathfrak{h})≥\geq rk(g\mathfrak{g}).

(iv) The Cartan subalgebras of g\mathfrak{g} of dimension rk(g\mathfrak{g}) are the g0(x)\mathfrak{g}^0(x) where xx is a regular element.

Let xx be a regular element of g\mathfrak{g} and let h=g0(x)\mathfrak{h}=\mathfrak{g}^0(x). Clearly h0(x)=h\mathfrak{h}^0(x) =\mathfrak{h}. Since xx is regular in h\mathfrak{h} (Prop. 9), rk(h\mathfrak{h}) == dim(h\mathfrak{h}), so h\mathfrak{h} is nilpotent. On the other hand, h=g0(x)⊃g0(h)⊃h\mathfrak{h}=\mathfrak{g}^0(x)\supset \mathfrak{g}^0(\mathfrak{h})\supset \mathfrak{h}, so h=g0(h)\mathfrak{h}=\mathfrak{g}^0(\mathfrak{h}) is a Cartan subalgebra of g\mathfrak{g} (Prop. 4). This proves (i).

If h\mathfrak{h} is a maximal nilpotent subalgebra of g\mathfrak{g}, and if x∈hx\in \mathfrak{h} is regular in g\mathfrak{g}, then h⊂g0(x)\mathfrak{h}\subset \mathfrak{g}^0(x) and g0(x)\mathfrak{g}^0(x) is nilpotent by (i), so h=g0(x)\mathfrak{h}=\mathfrak{g}^0(x), which proves (ii).

If h\mathfrak{h} is a Cartan subalgebra of g\mathfrak{g}, there exists x∈hx\in \mathfrak{h} such that h=g0(x)\mathfrak{h}=\mathfrak{g}^0(x) (Cor. 1 of Prop. 4), so dim(h\mathfrak{h})≥\geq rk(g\mathfrak{g}), which proves (iii). If in addition dim(h\mathfrak{h}) == rk(g\mathfrak{g}),x,x is regular. Finally, if x′x' is regular in g,g0(x′)\mathfrak{g},\mathfrak{g}^0(x') is a Cartan subalgebra by (i), and is obviously of dimension rk(g\mathfrak{g}). This proves (iv).

We shall see in §3, Th. 2 that, when kk is of characteristic zero, all the Cartan subalgebras of g\mathfrak{g} have dimension rk(g\mathfrak{g}).

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
