Lie Groups and Lie Algebras, chapter VII, § 2. Cartan subalgebras and regular elements of a Lie algebra

Let g\mathfrak{g} be a Lie algebra, h\mathfrak{h} a nilpotent subalgebra of g\mathfrak{g}. Then h\mathfrak{h} is a Cartan subalgebra of g\mathfrak{g} if and only if g0(h)=h\mathfrak{g}^0(\mathfrak{h}) =\mathfrak{h}.

If g0(h)=h,h\mathfrak{g}^0(\mathfrak{h}) =\mathfrak{h},\mathfrak{h} is its own normalizer (§1, Prop. 10 (i)), so h\mathfrak{h} is a Cartan subalgebra of g\mathfrak{g}. Assume that g0(h)≠h\mathfrak{g}^0(\mathfrak{h})\not=\mathfrak{h}. Consider the representation of h\mathfrak{h} on g0(h)/h\mathfrak{g}^0(\mathfrak{h})/\mathfrak{h} obtained from the adjoint representation by passage to the quotient. By applying Engel’s theorem (Chap. I, §4, no. 2, Th. 1), we see that there exists x∈g0(h)x\in \mathfrak{g}^0(\mathfrak{h}) such that x∉hx \notin \mathfrak{h} and [h,x]⊂h[\mathfrak{h}, x]\subset \mathfrak{h}; then xx belongs to the normalizer of h\mathfrak{h} in g\mathfrak{g}, so h\mathfrak{h} is not a Cartan subalgebra of g\mathfrak{g}.

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
