Lie Groups and Lie Algebras, chapter IX, § 4. Root system associated to a compact group

The homomorphism Aut(G,T,T)→\rightarrow Aut(D) is surjective, with kernel IntG(T)_G(T).

Note that Aut(G,T,T)∩\cap Int(G) = IntG(NG(T))_G(N_G(T)) and that the image of IntG(NG(T))_G(N_G(T)) in Aut(D) is W(D) (no. 5, Prop. 10). Thus, Proposition 17 gives an isomorphism

Aut(G,T,T)//(Aut(G,T,T)∩\cap Int(G)) →\rightarrow Aut(D)/W(D)/W(D).

Further, Aut(G) = Int(G).Aut(G,T,T). Indeed, if uu belongs to Aut(G), u(T)u(T) is a maximal torus of T, hence is conjugate to T, and there exists an inner automorphism vv of G such that u(T)=vu(T) =v(T), in other words v−1u∈v^{-1}u\in Aut(G,T,T). It follows that Aut(G)//Int(G) can be identified with Aut(G,T,T)//(Aut(G,T,T)∩\capInt(G)), so in view of the preceding we have an exact sequence

1→1\rightarrow Int(G) →\rightarrow Aut(G) →\rightarrow Aut(D)/W(D)→1/W(D)\rightarrow 1. (16)

Consequently:

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
