Théories spectrales, chapter I, § 5. Algèbres de Banach commutatives régulières

Let A be a commutative Banach algebra.

1) If χ\chi is such that G′(x)\mathscr{G}'(x) vanishes in a neighbourhood of χ\chi, then xx belongs to I in a neighbourhood of χ\chi.

2) If xx belongs to I in a neighbourhood of χ\chi and y∈Ay\in A is an arbitrary element, then xyxy belongs to I in a neighbourhood of χ\chi.

3) The set of χ\chi such that xx belongs to I in a neighbourhood of χ\chi is open in X′(A)\mathsf{X}'(A).

4) Suppose that A is regular and without radical. If xx belongs to I in a neighbourhood of χ\chi for every χ∈X′(A)\chi \in \mathsf{X}'(A), then xx belongs to I (Cor. 2 of I, p. 91 applied to the function f=G′(x)f=\mathscr{G}'(x) and Prop. 8 of I, p. 38).

5) Suppose that A is regular. Let I be an ideal of A and χ\chi an element of X(A)\mathsf{X}(A) such that χ∉V(I)\chi \notin V(I). Then every element xx of A belongs to I in a neighbourhood of χ\chi. In fact, by Definition 1 of I, p. 89, there exists a z∈Az\in A such that G′(z)\mathscr{G}'(z) is equal to 1 in a neighbourhood of χ\chi, and equal to 0 in a neighbourhood of V(I). The support of G(z)\mathscr{G}(z) is compact and therefore one has z∈Iz\in I (Prop. 4 applied to V(I)), hence xz∈Ixz\in I, and G′(xz)=G′(x)\mathscr{G}'(xz) =\mathscr{G}'(x) in a neighbourhood of χ\chi.

Recall that a subspace K of a topological space X is said to be perfect if it is closed and has no isolated point (TG, I, p. 8).

Bourbaki sets the proof directly after the statement, and the corpus does not separate them, so what is above is the statement and its proof together.
