Take the magma $E$ to be the set $\mathbf{N}$ with multiplication. The set $\{1\}$ is stable under the internal law of $\mathbf{N}$, but the stable subset under the action of $\mathbf{N}$ on itself generated by $\{1\}$ is the whole of $\mathbf{N}$.
