Topological Vector Spaces, chapter I, § 1. Topological vector spaces

— For all α∈K\alpha \in K and every point b∈Eb \in E, the mapping x↦αx+bx \mapsto \alpha x + b of EE in itself is continuous. Further, if α≠0\alpha \neq 0, this mapping is a homeomorphism of EE on itself.

The second part of the proposition is a result of the fact that if α≠0\alpha \neq 0, then x↦α−1x−α−1bx \mapsto \alpha^{-1}x - \alpha^{-1}b is the inverse mapping of x↦αx+bx \mapsto \alpha x + b.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
