Topological Vector Spaces, chapter I, § 1. Topological vector spaces

— If AA is an open (resp. closed) set in EE, then αA\alpha A is open (resp. closed) in EE for every α≠0\alpha \neq 0 in KK.

Let EE and FF be two topological vector spaces on the same topological division ring KK. A bijection ff of EE on FF is an isomorphism of the topological vector space EE on the topological vector space FF if and only if ff is linear and bicontinuous. In particular, if γ≠0\gamma \neq 0 belongs to the centre of KK, the homothety x↦γxx \mapsto \gamma x is an automorphism of the topological vector space structure of EE.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
