Topological Vector Spaces, III, p. 31, § 5. Hypocontinuous bilinear mappings

Let uu be a S\mathscr{S}-hypocontinuous bilinear mapping from E×FE \times F into GG. For every set M∈SM \in \mathscr{S}, the restriction of uu to M×FM \times F is continuous, and u(M×Q)u(M \times Q) is bounded in GG for every bounded subset QQ of FF.

The first assertion follows from cor. 3 of GT, X, § 2, No. 1. Let WW be a neighbourhood of 0 in GG; there exists, by hypothesis, a neighbourhood VV of 0 in FF such that u(M×V)⊂Wu(M \times V) \subset W. Since there exists λ≠0\lambda \neq 0 such that λQ⊂V\lambda Q \subset V, we have λu(M×Q)=u(M×λQ)⊂W\lambda u(M \times Q) = u(M \times \lambda Q) \subset W, and this proves the second part of the proposition.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
